The site has two old, unoccupied homes. Its R-80 zoning is no longer realistic since the site is next to both townhomes and a shopping center. On the Terrell Mill side is Cobblestone Walk with 18 traditional townhomes. On the Delk side is the Delk Spectrum Shopping Center with Publix, and across Delk Road are Chase Bank, Zaxby's and Walgreens. Not surprisingly, there has been strong interest in this site for both residential and commercial use. A townhome developer tried to come up with a project that would make economic sense, but could not. Residential is unlikely due to the cost and unusual shape of the property. So that leaves commercial as the likely use for the property. This property owner has been community-conscious in analyzing offers for the parcel. It's important to remember that they can only sell to a willing buyer. We might like to see the property become a business in one of three categories: A, B or C. But if nobody from A, B or C offers to purchase the property, it will end up purchased by someone in another category. Property under contract. Planning Commission holds the zoning application until next meeting on Dec. 6th.
Rezoning application Z-66 (2022) has been filed by a developer to build a two-story self-storage building. At its November 1st meeting, the Planning Commission voted to hold the application until its Dec. 6th meeting. They have asked the developer to present data that justifies another self-storage facility in the area.

It's probably safe to say that self-storage wasn't something many of us thought about for this property. However, that doesn't mean it can't be made to work, so we're keeping an open mind as we dig into the application.
It helps that the proposed building is just two stories above ground, so it doesn't have to look like the warehouse most of us conjure up when we think self-storage. Also, the developer has stated their willingness to make the style and feel of the building compatible with nearby neighborhoods. Significant landscaping would also need to be part of the project. Of note, traffic from storage facilities is light - much less than many other things that could go on this site, such as retail or a restaurant or a liquor store or a gas station. We mention gas station, because RaceTrac has been very interested in this property. If the self-storage application gets final approval, then the matter is settled. If it is turned down, then the property owner starts the selling phase over. At that point, the door would be open for RaceTrac or another business. What happens next? The zoning application is being studied by a team from the neighborhoods closest to the site. They are in touch with the attorney representing the developer to determine if the proposal can be made into a reasonable fit for the location. This involves looking at things such as the building architecture and materials, building placement, landscape buffers, landscape enhancements, entry and exit safety, lighting, security and signage. The give and take from this process is communicated to the Planning Commission Zoning, which does the initial review. The review by the Planning Commission Zoning is now scheduled for November 1, 2022. The job of the commission is to make a recommendation, for or against, to give to the Board of Commissioners. If the Planning Commission Zoning feels the application is not ready to go the Board of Commissioners, it can hold it until a later date. When the Planning Commission Zoning makes its recommendation to the Board of Commissioners, it's important to remember that it's a recommendation, not a mandate. The BOC has the final say. The Board of Commissioners is currently scheduled to review the application at its meeting on Oct. 18th. Stay informed, so you can give informed input.
